Water and sewer customers across Southeast Michigan will get a rebate after a federal judge Friday said Detroit charged them $24 million too much for the city's controversial digital radio system.  U.S. District Judge John Feikens' ruling comes three months after he decided Detroit's water customers were charged too much for the $131 million radio system. Suburban residents, who make up the bulk of Detroit's water and sewer customers, could see the biggest benefit if rates are lowered...
