September 29, 2006  7:45 p.m.

From the Troy PD...

This is an update to the earlier News Release regarding isolated interruptions in 911 service that were detected in the north end of Troy beginning around 2:35 p.m. this afternoon.  The problem was traced to a construction site in the Rochester Hills/Auburn Hills area wherein an underground fiber optic line was accidentally cut.  Once the source of the problem was confirmed, 911 calls trunked through that location were re-routed through alternate sites, allowing for service to be restored.  We have conducted test 911 calls from the areas of Troy that were affected to confirm the 911 system is functioning properly.

It is anticipated the system will function without further interruption due to these re-routing procedures.  The damaged line should be repaired tonight.  However, should residents attempt to call 911 and experience a problem, they should utilize the 248-524-3477 telephone number published earlier.  Again, that number will connect callers directly to a Dispatcher in the Troy Police Department’s Dispatch Center who will be able to handle any emergency calls for service just as though the call was made through the 911 system.

We regret any inconveniences this situation may have caused, however believe we detected and implemented alternate protocol before the problem affected callers attempting to reach the Police Department.  There is no indication that any actual 911 calls were attempted from the areas affected during the earlier interruption.

We greatly appreciate the assistance of all members of the media in assisting us effectively communicate this information to our citizens.  This was crucial in assuring that those in the affected areas were informed and aware of procedures that were in place to maintain response to emergency calls for service.

Cullinan formerly served as a senior foreign-policy adviser to the U.S. Catholic bishops.

My favorite quote from Cullinan is...

...basic disagreement over the nature of God in no way precludes discussing how best to coexist peacefully in a pluralistic world. That’s the meaning of Benedict’s September 25 exhortation in favor of “sincere and respectful dialogue, based on ever more authentic reciprocal knowledge which, with joy, recognizes the religious values we have in common and, with loyalty, respects the differences.” In other words, it’s possible to share — and discuss — certain religious values without sharing religious truths.

From the Troy Police Department…

The City of Troy Police Department has just been notified by the Michigan State Police, AT&T, and the 911 Resolution Center that there is a problem with the 911 system in the city.  This problem appears to be affecting other jurisdictions as well, however the problem in Troy appears isolated to the most northern portions of the city.  What appears to be occurring in the problem area, is when a 911 call is attempted, the call does not go through and/or the caller receives some sort of voice prompt such as, “All circuits are busy!”

If an individual attempts to call 911 and receives a message indicating “All circuits are busy!” or if the call fails to go through, or if there is no immediate response from the Troy Police Dispatch Center, they should immediately hang up and contact the Troy Police Dispatch Center through the following telephone number:  248-524-3477  This number will connect callers directly to a Dispatcher in the Troy Police Department’s Dispatch Center who will be able to handle any emergency calls for service just as though the call was made via the 911 system.

This 911-service problem does not appear to be affecting other areas of the city.

Regular telephone service has not been affected and is operating normally.

911-cell phone service does not appear to have been affected, however, should cell phone callers experience a problem, the 248-524-3477 number should be used.

AT&T as well as the 911 Resolution Center are working to resolve and correct the problem.  As soon as the system is restored to normal operations, we will advise.

Know therefore that the LORD your God is God, the faithful God who keeps covenant and steadfast love with those who love him and keep his commandments, to a thousand generations...

Deuteronomy 7:9

On this most holy day of the Jewish calendar, Jews celebrate God's goodness and reflect on their lives. Yom Kippur is a solemn time to express thanksgiving that the Almighty remembers the names of all His children. During this blessed Day of Atonement, Jewish people gather in synagogues, consider their deeds and actions, and celebrate as the sound of the Shofar proclaims the forgiveness and mercy shown by the Creator of life.

As the High Holy Days come to an end, the Jewish people in America and around the world remind us of the gift of religious freedom and the blessings of God's steadfast love. On Yom Kippur and throughout the year, your deep commitment to faith helps make the world a more hopeful and peaceful place.

Laura and I send our best wishes for a blessed Yom Kippur.
