There is at least one mistake in the article. It says:

"Commissioner Lewis Thaler said he performed some “due diligence” on Szerlag, made some phone calls, and received positive feedback from Troy city officials and staffers. “He is very well liked there, and they’ll be unhappy that he’s leaving,” said Thaler, who said he discovered that the local economy in Troy had suffered because of financial woes of slumping auto parts giant Delphi and once-dominant retailer Kmart. “They lost Delphi and Kmart and are in a major recession; they couldn’t even give him a raise,” said Thaler. “Because of their adversity, we are getting him. You’ve hit a grand slam,” he told Edelcup."


Actually, the Troy City Council did give John Szerlag a raise earlier this year. However, it wasn't as large as the raises that we approved in the past.
