I found a useful web site. The site describes how the City of Battle Creek used a "futuring" process to modify its land use plan. The City held a series of "futuring" meetings to allow the citizens of Battle Creek to play an active role in defining a preferred future. The input received in these "futuring" sessions became the basis for identifying the priority issues to be addressed in the Comprehensive Plan and for developing a series of goals and objectives to guide its preparation.

The plan itself is not applicable to Troy. But, we might learn something from the process that was used.
