Dave Lambert, Troy City Councilman was recognized by the National League of Cities (NLC) for reaching the Silver level in its Certificate of Achievement in Leadership program. The NLC Leadership Training Council made the presentation in Charlotte, North Carolina at the annual Congress of Cities Conference and Exposition on December 7, 2005.

Lambert is one of less than one hundred and fifteen NLC members to reach the Silver level in the Certificate of Achievement in Leadership program. NLC's Leadership Training Council established the Certificate of Achievement in Leadership program in 1999 with its primary aim to recognize and acknowledge excellence in local government leadership.

As part of the NLC mission to create stronger communities, the Leadership Training Institute (LTI) provides local city officials with professional development opportunities that accentuate the vital personal skills and abilities needed to facilitate positive change and innovation within their local communities.

The Silver Certificate level is achieved by local city officials when they earn 36 credits in all five of the core competency areas of municipal leadership. NLC members earn credit by successfully completing professional leadership development and training seminars sponsored by NLC’s Leadership Training Institute. Nearly 3,000 mayors, council members and local city leaders from across the United States participate annually in NLC Leadership Training Institute seminars. LTI seminars are designed to explore the nature and practice of local governmental leadership, as participants organize their professional development around the critical skills necessary for excellence in leadership.

The National League of Cities, headquartered in Washington DC, is the nation’s oldest and largest municipal organization, with a membership of nearly 1,800 cities and towns of all sizes.
